Lolicons are people who are sexually attracted to drawn or 3D anime girls drawn and/or represented as under the age of 18 known as lolis and derive sexual pleasure from consuming hentai (or pornography), or sexual thoughts featuring them. Not all lolicons are pedophiles, or pedophilic, but pedophiles can be lolicons.
Origin
It's unknown what exactly causes someone to become a lolicon, but it's assumed that lolicons are closeted pedophiles who don't want to deal with the consequences of consuming content featuring real children.
Lolis
Lolis are female characters drawn, 3D modeled or otherwise, in a younger-than-adult style which ranges from adolescent to children and even babies, and feature high-pitched, young-sounding voices and/or personalities, and even a realistic age to match their physical appearance.
Notable examples include Kanna Kamui from Miss Kobayashi's Dragon Maid, or Anya Forger from Spy x Family, characters who are young in appearance, sound and personality, and are frequently sexually adored by lolicons or sexualized by them.
Most lolis are Japanese in style and nature, but some can be made in western countries to appeal to lolicons there, much to the dismay of the general public. Lolis as well as Anime originate from Japan where these characters are allowed, encouraged, and, more often than not, sexualized.
Lolicon pornography
Lolicon pornography is pornography featuring lolis made for and/or consumed by lolicons. Such pornography is illegal in most regions, but has been historically legally permitted in its country of origin, Japan, and is legal or illegal on a per-state basis in the United States.
